can anyone give an answer? i never used sound stuff, don't really knows what exists in VMs. like, is Sound plugin just for playing samples (which already decompressed etc) or there can be some higher level API to that, so you can play ogg streams etc.

We have a ogg (vorbis speex) plugin used in Etoys. Squeak have basic midi support with built in FMSynth. MP3 is available with MPEG plugin.
Also wav and aif are supported. Karl

I wrote an interface to the portmedia frameworks (portaudio, portmidi, etc.) and found it to be quite straightforward. Check out their APIs at http://portmedia.sourceforge.net to see if it has the level of abstraction you desire. I'd be happy to help as a consultant.
