Simplify b3dInitializeRasterizerState, reducing the number of primitiveFailed calls and eliminating cCode:'s.

Refactor the support code to make clear that allocations only happen in b3dMain.c. Fix an uncheck allocation bug that crashes the plugin with very complex scenes.
