sqWin32UUID.c:27: undefined reference to `primitiveFail'
If the 3.11.4 VM compiles I would compare the vm source of it with the own non working version. Maybe this helps you finding the problem.

I compiled the latest 3.11.4 VM with the newest source ZIP
i sucess to compile 3.11.3 src, i will try with the 3.11.4 src.
provided at http://www.squeakvm.org/win32/release/?C=M;O=D which works for me without a problem.
The environment is setup with tool chain provided at: http://squeakvm.org/win32/compiling.html
i used the process explain at : http://squeakvm.org/win32/compiling.html note (not very relevant but), there a few mistake i think, In *Sanity Check*
C:\SqueakVM\mybuild - the build tree (may differ if you use another location) C:\SqueakVM\mybuild\src - the place for generated sources C:\SqueakVM\mybuild\vm - the core vm sources C:\SqueakVM\mybuild\XYZPlugin - the sources for XYZPlugin
must be, i think, or we must modify the makefile.
C:\SqueakVM\mybuild - the build tree (may differ if you use another location) C:\SqueakVM\mybuild\src - the place for generated sources C:\SqueakVM\mybuild\src\vm - the core vm sources C:\SqueakVM\mybuild\src\XYZPlugin - the sources for XYZPlugin
Maybe you should try this release before to prevent any compiler installation problem and after that try to generate a custom VM with own VMMaker.

The Man difference i found was the presence of the FT2Plugin and SqueakFFIPrims in external plugin. If i remove its from the source(editing the plugin.ext) that still build.
