For sure, the responsibility of documentation team cannot be to write each and every comment... It would be to - collect good practices (what to put or not in a comment), - encourage a uniform style (maybe by providing good examples and doing some marketing), - polish a bit contributions from others (or kindly ask them to) toward this goal
