I encounered similar problems doing some stuff in 2.9a. You might take a look at the two FontSet changes I made in change set 2425 in 2.9a. They seemed to fix the problem I was encountering.

Joshua Gargus just found that, too -- that your fixes in 2.9a make font installation work again, but it seems broken in 2.8.
