No, it's not. Look at it. Definitely not a Comic font.

It was removed a while ago, but I think the name remains in the image (aliased to a different font) so loading older projects does not fail.

Versions of the font from before 2002 allowed some forms of redistribution: http://en.wikipedia.org/wiki/Core_fonts_for_the_Web

But in any case, we don't ship it.
